root 7cb70b902e fix: 隔离诊断读取的 OTel trace ...

为显式 diagnostic GET 使用独立 request-scoped trace context，并通过 OTLP Span Link 关联经过 run/command 校验的业务 trace。未支持路径和 target mismatch fail-closed，且保留独立错误 span。
