It prevents SOURCE/local/static/report-only evidence from being treated as deployed latest-main readiness and keeps M3/M4/M5 acceptance out of scope. No deploy, restart, Kubernetes mutation, DB mutation, Secret read, live smoke, or acceptance claim is included.
