Lyon 7a0648088c fix: wire distinct M3 simulator identities 
Merge PR #159 after Code Queue rebase and validation. Runner verified M3 cardinality, hardware-loop smoke, patch-panel runtime smoke, m3 readonly contract, and git diff check. This is source/config blocker removal only; it does not claim DEV-LIVE M3 pass.

Lyon a1c3cb58da feat: add deploy contract dry-run plan 
Refs #67

Merged by commander after reviewing Code Queue task codex_1779422774244_1. Adds deploy.json public endpoint/frp/k3s/health source fields and dry-run validation. Follow-up: align deploy.json commit/image desired state with the current DEV runtime before using it as apply truth.

Lyon 357a68bb95 fix: layer dev DB readiness evidence 
Refs #49

Merged by commander after reviewing Code Queue task codex_1779422762669_1. Adds redacted DB readiness layering and refreshes DEV endpoint/report evidence. Follow-up: deploy/verify the new readiness probe in DEV via standard image CI/CD.
