Lyon	a44438779f	Formalize Cloud Web DEV CD contract ... Merge PR #152 after Code Queue rebase and validation. This lands the DEV Cloud Web publish/apply contract, dist freshness checks, artifact identity evidence, and read-only rollout observation.
