指挥官审阅：合并中文化用户界面。范围只涉及 hwlab-cloud-web 的 index/app/check，保留机器标识与同源只读接口，不新增硬件写 API，不触碰 PROD。验证依据 runner 已通过 node check/build/git diff check；指挥官复核 diff 未发现硬件写调用。
